Stakeholder Collaborative Network
The LUMENS Stakeholder Collaborative Network is the project's community of practice: a standing group of energy-sector actors who work alongside the LUMENS consortium throughout the project. Launched with 34 active members from twelve countries, it brings together the full spectrum of the utility-scale renewable energy world – the developers and promoters who build renewable power plants, the transmission, distribution and market operators who run the electricity system, policymakers and regulators, energy users, financial actors, civil-society organisations and energy communities, and academia and research.
The network exists to keep LUMENS grounded in the real world. Renewable energy cannot scale on technology alone; it depends on the people who plan, operate, finance and live alongside these projects. By engaging them from the outset, LUMENS ensures that its open-source tools, guidelines and policy recommendations respond to genuine needs rather than assumptions – and that they are more likely to be taken up in practice.
Members collaborate in practical ways: sharing their views through interviews and surveys, taking part in warm-up events and workshops, joining online meetings and consultations, and testing and giving feedback on the project's tools.
Over the project's lifetime, the network moves from getting to know LUMENS towards actively shaping it – helping to define the sector's vision, co-design solutions for social acceptance, and refine the recommendations that LUMENS will bring to European decision-makers.

Getting started
Month 1 to 10
The network is built: partners nominate members across the sector, stakeholders join, and everyone is introduced to LUMENS at an online kick-off meeting (February 2026). A first round of local warm-up events in Italy, Greece and Slovenia, plus a pan-European financial-regulatory session, introduces the project and gathers early feedback.
Listening and shaping the vision
Month 5 to 18
Through semi-structured interviews and surveys, members share their priorities, barriers and needs, helping to define the sector vision that guides the project's technical work.
Co-creating solutions
Month 3 to 24
Members take part in co-design workshops on the social and environmental acceptance of renewable projects and begin testing the project's open-source tools.
Learning and empowerment
Month 19 to 36
A series of online meetings and training workshops shares results, success stories and hands-on guidance on the LUMENS toolkit, building capacity across the network.
Influencing policy
Month 13 to 36
Members contribute to policy dialogues, helping refine the recommendations LUMENS delivers to EU decision-makers.

The Collaborative Network currently brings together around 30 organisations across six of these groups; efforts to bring financial and investment actors (G5) on board are ongoing. This network is always open and evolving, as we are trying to expand our reach and diversity of actors.
